Good beginning but challenges galore

Prayas Occasional Report 1/2003.This is a report based on detailed survey of 12 electricity regulatory commissions in India. The report covers three important aspects of the regulatory process, viz. Resources (financial and manpower) of the ERCs; Transparency in their functioning; and the extent of public participation in the regulatory process.
The report also contains ‘Comments and Observations on the Prayas Report’ by a Panel of Eminent Persons, namely Dr Madhav Godbole, (former Union Home Secretary and chairman of the Energy Review Committee of the Government of Maharashtra set up to look into controversial Enron project), Dr E. A. S. Sarma, (former Union Power Secretary (at the time when the Regulatory Commissions Act was prepared) and Prof S. L. Rao (first, now retired, chairman of the Central Electricity Regulatory Commission).
