The Government of Maharashtra formed a committee to investigate into the financial situation of MSEB, costs of IPP power and specifically the DPC project. The committee chaired by Dr. Madhav Godbole, was constituted on 9th February 2001. The committee invited a Prayas to present its views on DPC project and other IPP projects. Prayas presentation [see below] to committee (on 20th February 2001) discusses the need (or lack of it) of IPP power, affordability of power and suggested course of action. The tariff impacts due to purchase of IPP power, as planned, is compared with an alternative situation - where all power needs can be met at much lower costs. It points out that consumers would save Rs 7,000 crore in just three years if alternative scenario is opted for.

The Godbole committee submitted its report on 10th April 2001. Prayas wrote a summary of the report [see below] for wider dissemination. The real conclusions of the report were not being discussed. Hence, Prayas also wrote an article highlighting the real findings of the Committee. Godbole committee's second task was to make recommendations for power sector reforms in the state, especially the restructuring of the MSEB. Committee invited view of Prayas. A presentation by Prayas [see below] (on 19th April 2001) discusses the need for 'least cost plan' based planning, well defined but gradual shift in tariffs, improvement in Transparency and participation, and immediate implementation of systems for accountability of the SEBs.
